Governor Scott McCallum and DNR Secretary Darrell Bazzell insist that
there is no state law against public nudity; and thus persons are free to
sunbathe, boat, and swim nude at the DNR Mazo Beach. The truth is, persons
appearing nude in public anywhere but Mazo Beach are instantly arrested,
charged, and convicted under state statute 944.20 or disorderly statutes.
In addition, NR 45.04, a DNR administrative law, forbids indecent behavior
on DNR property. Being nude in public is indecent behavior! There are also
a plethora of state and local laws which forbid adults from appearing nude
in front of children or displaying nude children to adults. Wisconsin
Christians United has obtained documents which conclusively prove that DNR
officials have acted in collusion with law enforcement officials to
suspend the rule of law at Mazo Beach on behalf of a sexually perverse
elite!
". . . The District Attorneys in the counties along the Riverway
were contacted [by the DNR] to establish a uniform enforcement consensus.
All six DA's expressed reservation to prosecuting naked persons on that
portion of Mazomanie Unit beach where nudity among consenting adults has
traditionally been tolerated. Nudity off that portion of the Mazomanie
Unit beach that has traditionally been used by unclothed persons would in
most circumstances warrant prosecution. . . ."

"Consultations with our FOMB attorney, meetings with regional DNR
staff, and finally meetings between our representatives and attorney and
the head DNR administrator, DNR attorney, and DNR Secretary George Meyer
occurred in the spring of `94 . . . Our retained legal advisor drafted a
letter to the DNR administrator in March of `94 substantiating the
agreements that were reached in the meetings."

You know, like other states do.
DNR regulations forbid all kinds of activities which, unlike public
nudity, are legal in other circumstances. For instance, it is unlawful to
remove edible fruit, nuts, asparagus, wild mushrooms, rocks, and minerals
from state lands. DNR regulations forbid painting houses along the
Wisconsin River certain colors. Dogs, snowmobiles, and rollerblades are
forbidden in many parks. Yet DNR Secretary Darrell Bazzell would have us
believe that his department cannot ban public nudity on DNR property.
Either George is a bit slow in the thinking department or he is hoping
that we are.

Mazo Beach Madness
It's dangerous, it's spreading, and the DNR knows it!
A search of DNR records proves that Mazo Beach has become a mecca
for exhibitionists, sexual perverts, drug dealers, and even sexual
predators. The beach is a hotbed of open sexual activity and has even been
the scene of sexual assault. State officials know the danger that the nude
beach poses to innocent residents in the area and especially to children.
They know that the nudity, lewdity, and attending danger is spreading.
They know, but they apparently would rather pander to perverts than
protect children. In fact, just last year, the DNR built another parking
lot at the Mazo Beach to help the sexually perverted elite expand their
beachhead.
"The tolerance of public nudity and sexual activity has created
and encouraged a perverse atmosphere . . . there are strong indications of
increasing drug use and drug dealing in the Mazomanie beach area . . . In
1997, Dane County Sheriff's Deputies responded to the Mazomanie Unit -
Conservation Drive - to investigate complaints of outstanding warrants,
possession of drugs and drug paraphernalia, public sexual activity,
prostitution, underage drinking, vandalism, domestic battery, and death
investigations."

"This summer, the nudist activity has spread downstream, Special
Warden Robert Bloyer and I encountered a group of about 50 naturists
camping on a sandbar just south of the Woodman Boat Landing over the Labor
Day weekend. . . . In the past couple of years, there has been an increase
in open consensual sexual activity at Mazo as well. Several parking areas
and sections of the beach have become pick-up spots for gay men and
complaints have been received about these men openly engaged in [perverted
sex acts] . . ."

down there who is the vice president of the `Gay Police Men's
Association.' They had been down there for about 3 hrs. Driver said he was
a retired DOJ [Department of Justice] employee. . . ."

environment between your staff and the naturists and others that use Mazo
beach. . . . I believe that at this point it is imperative that your
department . . . adequately address the needs of the naturist . . . I

accordance with the wishes of the users of Mazo beach . . . "

whose leadership has worked in good faith with the Wisconsin Department of

that he spent $8 million to get you to come here in the first place."
